The Government’s new legislative programme, published on 17 September, identifies the Irish Nationality and Citizenship (Amendment) Bill 2026 as one of eight justice bills slated for publication during the Oireachtas’s 13-week autumn session. According to the Law Society Gazette summary of the Cabinet-approved schedule, the draft law will overhaul how citizenship can be “acquired, retained and revoked”. Although the full text has not yet been released, officials have briefed that headline measures will include: extending the standard continuous-residence period for naturalisation from five to eight years; mandating a language or civics test (with options in Irish, English or Irish Sign Language); introducing a formal good-character evaluation; and empowering the Minister for Justice to revoke citizenship obtained through fraud within 20 years of conferral. The Bill will also transpose recent EU case-law on statelessness and dual nationality. For multinational employers, the proposal is highly consequential. Naturalisation is often the final incentive for senior foreign hires weighing offers between Dublin and rival European hubs. A three-year extension could affect long-term retention modelling, particularly for critical-skills permit-holders who currently time career moves around the five-year mark. Companies may need to recalibrate stock-option vesting schedules, permanent-establishment planning and succession pathways to reflect the longer horizon. Immigration advisers note that the Bill’s fast-track status means it could pass before year-end, leaving limited time for consultation. Stakeholders—from tech industry bodies to hospitals—are preparing submissions arguing for exemptions or transitional arrangements for key workers already in Ireland. HR teams should monitor the committee stages closely and be ready to communicate clear timelines and requirements to affected staff once the draft text is published. If enacted as flagged, the reforms would make Ireland’s route to citizenship one of the longest in Western Europe, potentially influencing intra-EU talent flows. On the flip side, clearer revocation powers and fraud-prevention measures may strengthen confidence in Irish passports internationally, an element some global companies regard as positive for compliance and reputational risk.
