Cyprus’ Deputy Minister of Migration and International Protection Nicholas Ioannides told Parliament on 24 September that the Government will shortly publish stricter eligibility rules for its popular permanent-residence-by-investment (“Golden Visa”) scheme. The announcement comes as the island prepares for a final vote in the EU Council on full Schengen accession, pencilled in for late 2026. According to Ioannides, some 12,000 permits issued since 2013 are being reviewed to confirm that investors still meet the criteria on real-estate ownership, clean criminal record and physical presence. Authorities are also considering diverting permitted investment categories towards “productive sectors” such as education, defence and innovation, rather than purely residential property — a response to criticism that the scheme has fuelled housing-cost inflation. New compliance tools will include a centralised database linking immigration, land-registry and tax records so that the migration ministry can verify that property is held and taxes are paid. Holders who fail the new checks risk losing residence rights, while future applicants can expect higher minimum investment thresholds and more robust source-of-funds scrutiny. For employers and relocation managers, the planned overhaul signals both opportunity and risk. A more transparent, EU-aligned programme could make Cyprus even more attractive to senior executives who need visa-free access across Europe once the island joins Schengen. However, companies should alert existing Golden-Visa employees to gather supporting documents before the retroactive audit begins in early 2027. The Ministry will open a four-month public-consultation period in October and aims to pass amending regulations by the first quarter of 2027, giving stakeholders limited time to adapt.
