Cyprus’ ‘golden-visa’ residency-by-investment programme is about to get its first major overhaul since 2021. Deputy Minister of Migration and International Protection Dr Nicholas A. Ioannides told lawmakers on 24 September that the government has completed a dossier of reforms designed to make the scheme more transparent, better aligned with EU standards and less vulnerable to abuse. The timing is strategic: Nicosia expects the Council of the EU to vote on Cyprus’ full accession to the border-free Schengen Area in early 2027, a move that would turn the Cypriot residence permit into a de facto Schengen travel document. Under the plan, all 12,000 naturalisations and residence permits issued since the programme’s launch in 2013 will be re-audited against updated due-diligence criteria. Around 1,500 files issued in the last two years are already under review. Officials said permits could be revoked where investors have failed to maintain qualifying assets, provided false information or become subject to international sanctions. A new inter-agency information system will allow immigration, tax and police authorities to track applicants “from arrival to departure,” slashing the scope for fraud. Investment thresholds will also change. The draft regulations, now with the finance and interior ministries, propose setting a minimum €350,000 real-estate component but channelling at least 25 % of the required outlay into strategic sectors such as education, defence technology or renewable energy. Applicants will have to prove that funds come from legitimate sources and will be subject to ongoing compliance checks every five years. Third-country investors will no longer be able to rent out their qualifying homes for short-term tourist lets, a measure aimed at easing pressure on the local housing market. Parallel to the tightening, the Deputy Ministry is digitising migration services. From October, employers and foreign residents will be able to renew five categories of permits entirely online and track application status in real time. The ministry says the backlog of asylum claims has already fallen from 24,000 to 12,500 thanks to similar process automation and an accelerated voluntary-return programme funded up to 85 % by the EU. For multinational companies and private clients the message is two-fold: the door to Cyprus remains open but the gatekeeper is getting tougher. With Schengen accession on the horizon, compliance standards will converge with those of other EU investment-migration schemes such as those in Greece and Portugal. Firms advising high-net-worth clients should expect longer processing times, deeper source-of-wealth checks and a stronger focus on real economic impact when structuring future applications.
