The Home Office has formally re-opened the UK Resettlement Scheme (UKRS), ending almost two years of effective suspension and restoring a flagship safe-and-legal pathway for the world’s most vulnerable refugees. Announced by Home Secretary Shabana Mahmood on 28 September 2026, the refreshed scheme will work with UNHCR and the International Refugee Assistance Project to identify those at greatest risk— with around a quarter of referrals expected to be Afghan women and girls and Palestinians fleeing the Gaza conflict. Mahmood told Parliament that reopening UKRS is intended to demonstrate that “control and compassion can go hand-in-hand”. Under the plan, local councils that volunteer places will receive central funding for housing, English-language tuition and integration support, while arrivals will be granted five years’ leave leading to indefinite leave to remain. The Home Office expects “hundreds” of arrivals before the end of 2026, rising to “low thousands” once three new sponsorship routes—community, student and employment—launch in 2027. For employers, the announcement offers a potential new pipeline of talent. Large hospitality and social-care groups have already indicated interest in the forthcoming ‘work sponsorship route’, which will allow companies to host refugees and fast-track them into skills-shortage roles. HR teams should monitor guidance around safeguarding and accommodation obligations, which will be published early next year. The move is also designed to undercut people-smuggling across the Channel. Ministers argue that visibly expanding capped, legal routes will make it harder for organised crime groups to market dangerous small-boat journeys. Critics, however, warn that keeping numbers in the “low thousands” may have only a marginal deterrent effect. Migration observers such as Oxford University’s Migration Observatory note that labour-market outcomes for highly vulnerable groups tend to lag, meaning that adequate support funding will be critical if the policy is to succeed. Practically, companies that relocate staff to the UK should be aware of potential pressure on local housing stock and public services in pilot regions. Mobility managers may also wish to review corporate volunteer programmes: the Home Office has signalled that corporate sponsorship will be welcomed once the employment-route regulations are finalised in spring 2027.
