The Boletín Oficial del Estado (BOE) of 30 September published Royal Decree 795/2026, amending last month’s Decree 705/2026 on the ‘situation of national-security interest’ declared in Ceuta after the July mass-entry. The new text adds the Ceuta penitentiary grounds and several Defence-owned parcels to the list of facilities that can be requisitioned for migrant reception, logistics and security operations. It also enumerates, for the first time, the specific contributions that each ministry must make—from Foreign Affairs’ consular coordination with Morocco to Transport’s provision of port infrastructure and Inclusion’s expansion of humanitarian accommodation. Notably, the decree enables the military to set up temporary screening and accommodation units and authorises the Interior Ministry to redeploy border-police reinforcements without separate budget approval. Corporate mobility practitioners see two immediate impacts. First, companies operating in Ceuta’s logistics, call-centre and gaming sectors may experience short-notice requisitioning of warehouse or parking areas. Second, humanitarian corridors and military transport priorities could temporarily displace commercial ferry slots, affecting supply chains between Ceuta and Algeciras. Legal advisors emphasise that the decree takes effect the day of publication and invokes Article 29 of the 2015 National-Security Law, meaning affected private assets may be used with compensation determined afterwards. Organisations with expatriate staff in Ceuta should therefore review contingency housing plans and verify that work permits remain valid if personnel are moved to mainland Spain. The Government will submit a progress report to Parliament on 15 October; analysts expect further amendments if arrivals continue. The decree underscores Madrid’s shift toward integrated, multi-agency crisis management—an approach other coastal regions may need to replicate if displacement routes change.
