The Council of the EU’s Working Party on Integration, Migration and Expulsion (IMEX) convened on 9 October with France high on the agenda, according to the official agenda note. Delegates examined Paris’s fifth ‘Semaine de l’Intégration’ and the government’s pilot of language-learning vouchers for newly arrived talent-passport holders. French officials touted early results: 4 500 migrants completed 100 hours of accelerated French courses this quarter—60 % more than in 2025—raising hopes that language attainment targets tied to residence-permit renewal can be met. However, Commission staff asked for clearer metrics on labour-market insertion, warning that failure could jeopardise ESF+ co-funding for the programme. For employers, the voucher scheme may ease hurdles when relocating non-EU specialists, as language training can now be embedded in the state-funded civic-integration contract rather than paid for privately. HR departments should advise assignees to sign up early because places are limited and allocated through local préfectures. The working party will draft conclusions ahead of the 12 December Justice and Home Affairs Council, where ministers will debate whether to make such vouchers compulsory across the EU as part of the forthcoming Talent Pool Regulation.
