The lowest Comprehensive Ranking System (CRS) score accepted was just 397, the most accessible threshold for francophone talent since category-based selections began in mid-2023. The unprecedented volume reflects Ottawa’s pledge to increase francophone immigration outside Quebec to 8 per cent of total landings by 2028. Employers struggling to fill bilingual roles—especially in Atlantic Canada and Ontario—now have a deeper talent pool, while French-speaking foreign workers already in Canada gained a rapid pathway to permanent residence. IRCC’s tie-breaking timestamp of 10 October 2025 shows the department is still clearing older profiles. Yet the dramatic CRS drop signals that candidates who can prove CLB/NCLC 7 French proficiency can now succeed with relatively modest overall scores, reducing reliance on provincial nominations or arranged employment points. Companies should review internal mobility and retention policies: sponsored employees who receive an ITA have only 60 days to file a complete PR application and may ask for legal or financial support. Travel managers should also plan for short-notice trips to complete biometrics or medical exams. For corporates operating bilingually, the window to convert temporary foreign workers into permanent hires has rarely been better.
