European Parliament passes overhaul of cross-border social-security rules
Meeting in Strasbourg on 8 July, MEPs adopted—by 472 votes to 118—the long-awaited revision of Regulation 883/2004 on the coordination of social-security systems. The package introduces tighter criteria for determining which state’s legislation applies to remote and multi-state workers, obliges administrations to exchange data within three days to combat fraud and lets unemployed cross-border workers claim benefits in their country of residence for up to six months, provided they have contributed for 22 weeks in the host state.

Navigating these intertwined social-security and mobility rules often raises ancillary questions about visas and work permits. VisaHQ’s France portal equips employers and commuters with quick eligibility checks, document preparation tools and real-time application tracking, smoothing the administrative path while companies adapt to the EU’s updated coordination framework.

For the 400,000 daily commuters who live in France but work in Belgium, Luxembourg, Germany or Switzerland, the change could simplify benefit claims and reduce paperwork for employers operating under French payroll but foreign social-insurance numbers. Multinational HR departments must, however, prepare for more audits: the text empowers labour inspectorates to carry out joint investigations and levy penalties across borders. The Council is expected to rubber-stamp the reform next week, after which Member States have two years to transpose IT-system interfaces. France’s URSSAF network confirmed it will launch a pilot “one-click status checker” in early 2027.
