The Italian Civil Aviation Authority (ENAC) and state-owned airport company ENAC Servizi opened a modern passenger terminal at Rome Urbe airport on 8 July 2026, describing the facility as the first node in the country’s forthcoming Regional Air Mobility (RAM) system. Vice-Premier Matteo Salvini and Deputy Transport Minister Edoardo Rixi cut the ribbon, calling the €38 million project “a city-airport prototype” designed for electric short-take-off aircraft, advanced air taxi services and small business jets.

The revamped terminal adds dedicated passport control booths, Schengen/non-Schengen segregation, fast-track security and customs facilities that allow it to handle up to 400 international passengers per hour.

ENAC confirmed it will publish a RAM master plan by December outlining airspace corridors, vertiport standards and customs procedures for cross-border eVTOL flights. Companies eyeing pilot projects—such as airport-to-city transfers during the 2027 Alpine Ski World Championships—should monitor forthcoming ENAC circulars on operator certification and noise quotas. From an immigration-control perspective, the new facility means that non-EU business travellers arriving on corporate jets must now lodge passenger manifests through the Interior Ministry’s online portal at least two hours before landing at Urbe, a shift from the previous four-hour rule that applied when arrivals were processed at Fiumicino. Failure to update compliance manuals could result in fines of up to €4,000 per passenger for operators.
