Air-Traffic Tug-of-War: Aena’s Passenger Boom Sparks Tariff Fight with Airlines
Spanish airport operator Aena reported on 14 July that its network handled 156.2 million passengers in the first half of 2026, a 3.7 percent year-on-year increase, despite signs of slower growth. The figure intensifies a dispute with the Airline Association (ALA) over the forthcoming third Airport Regulation Document (DORA III) that will set charges for 2027-2031. Aena argues that moderating growth justifies its forecast of a 1.3 percent annual passenger rise and its proposal for average tariff hikes of 3.82 percent to fund nearly €10 billion in infrastructure investment. ALA counters that June seat capacity is 6.5 percent above last year, projecting 334 million passengers in 2026—far more than Aena’s estimate—and insists that under-forecasting inflates charges paid by carriers and, ultimately, travellers. The Spanish competition authority (CNMC) has entered the fray, recommending a 0.59 percent annual reduction in fees, while airlines demand a 3.82 percent cut. The Transport Ministry must decide before 1 October, with global business-travel budgets hanging in the balance. Why it matters for mobility managers: Spain is the most flown-to destination for corporate travellers originating in Europe and Latin America. Higher airport charges could drive up ticket prices for 2027-2031 assignment travel budgets. Companies negotiating airline corporate deals for 2027 should monitor the DORA outcome and consider shifting more traffic to Spanish secondary airports where charges—and congestion—remain lower. The dispute also highlights the need for more accurate traffic forecasting as Spain prepares for the 2030 FIFA World Cup and anticipated visitor surges. Aena’s final passenger projection will dictate not only tariffs but also staffing levels at immigration, security and customs, directly affecting traveller experience.
