Alongside the headline treaty, London published a 100-page bundle of Administrative Arrangements that translate the legal text into day-to-day procedures for border forces, customs officers and social-security institutions. The documents – released on GOV.UK on 14 July – confirm that a mixed team of Spanish and Gibraltarian officers will police the air-and-sea control zone, with Spain empowered to refuse entry to inadmissible third-country nationals exactly as it does at other Schengen frontiers. For goods traffic, the Arrangements establish a ‘green lane’ for EU-qualifying products moving between Spain and Gibraltar and a ‘red lane’ for non-compliant consignments, echoing the model used in Northern Ireland. Spanish customs IT (SIDUNEA) will exchange risk data with Gibraltar’s systems, and a joint risk-analysis centre will sit in Algeciras. The text also creates an expedited channel for defence-related goods and allows mutual recognition of Authorised Economic Operator (AEO) status, reducing inspections for trusted traders. Notably for HR teams, Part V details how social-security coverage periods accrued in Gibraltar will count towards Spanish unemployment and pension benefits. Workers posted for up to 24 months will remain insured in their home system, while longer assignments trigger automatic transfer to the host regime. Companies must carry a paper or digital Certificate A-GIB to prove coverage at controls. The Arrangements further clarify that Gibraltar driving licences will be recognised for commercial vehicles in Spain for five years, subject to an exchange programme that begins in 2027. Finally, both parties commit to negotiate a common biometric border-security platform compatible with the EU Entry/Exit System (EES) by March 2027 – a timeline mobility managers should monitor. Because the documents have direct effect, businesses operating in the Campo de Gibraltar should integrate the new customs codes and certificate formats into their compliance software immediately. Failure to present the correct documents could result in lorry turn-backs or administrative fines once the treaty is provisionally applied on 15 July.
