A new online guidance page, dated 19 July, sets out how foreigners who cannot obtain documents from any country may request a “Documento Provisional de Identificación” (DPI). Issued by Spain’s Aliens Offices or National Police stations, the DPI grants a legal stay of up to three months while authorities verify the applicant’s background and consider humanitarian or public-interest reasons for longer-term residence. Applicants must demonstrate that their own consulate has refused to issue identity papers and present evidence—medical, humanitarian, or international-commitment related—justifying Spanish documentation. A sworn notarial statement of failed consular assistance is specifically required. The standard government fee (Modelo 790, code 012) applies, and decisions are delegated to Police provincial directors or Government Delegations. Context: Spain is processing a backlog of regularisation requests filed under the 2024 reform to the Foreigners’ Regulation. NGOs have criticised the lack of interim status for people unable to prove identity. The DPI fills that gap, giving holders access to basic services and relieving companies of liability when hiring individuals who later regularise under “arraigo social” or similar categories. For employers, the DPI can serve as a temporary right-to-work document if combined with a valid job offer under Spain’s labour-shortage lists. Mobility teams should update onboarding checklists and train HR staff to recognise the new card. Note that the permit cannot be extended; applicants must transition to a standard residence authorisation within the three-month window.
