Immigration, Refugees and Citizenship Canada (IRCC) resumed its familiar back-to-back draw cadence on 21 July 2026, issuing 2,000 Invitations to Apply (ITAs) for permanent residence to Canadian Experience Class (CEC) candidates under Express Entry. The Comprehensive Ranking System (CRS) cut-off fell by one point to 516 compared with the previous CEC round on 7 July, reflecting pool dynamics rather than a change in invitation volume. The draw comes less than 24 hours after a Provincial Nominee Program (PNP) round on 20 July and signals a probable return to the bi-weekly “cluster” model that IRCC abandoned in June. By spacing a PNP draw and a CEC draw one day apart, the department can manage inventories while giving provinces first access to high-scoring candidates who have secured a nomination. For employers, the lower cut-off is good news: temporary foreign workers and international graduates who already possess Canadian work experience now have a slightly easier path to retention through permanent residence. Mobility managers should advise eligible employees to update language results and work history promptly; candidates tied at 516 were admitted only if their profile pre-dated the 26 May 2026 tie-break timestamp. With six draws already completed in July, Express Entry invitations have exceeded 10,000 for the month and 92,000 for the year—keeping Canada on track to meet its target of 110,000 economic immigrants in 2026. A French-language or occupation-specific round is widely expected later this week, which could further diversify the invitation pool. Employers with bilingual or STEM talent should prepare supporting documentation in anticipation.
