The report confirms that the Hong Kong Special Administrative Region (HKSAR) passport now ranks 14th worldwide, granting visa-free or visa-on-arrival entry to 174 destinations—two more than last year. Analysts note that the upgrade reflects a decade of quiet bilateral negotiations in the Asia-Pacific, Latin America and Eastern Europe, where short-stay visa waivers for HKSAR holders have multiplied. Business-traveller favourites such as Brazil and Kazakhstan moved to visa-free regimes in 2024-25, while this year’s inclusion of Sri Lanka (30-day visa on arrival) provided the final push up the ranking. For corporate mobility managers the change has two practical implications. First, Hong Kong-based executives will be able to accept last-minute meetings in 174 markets without spending days securing entry clearance, cutting travel-planning lead times. Second, project costs drop as firms avoid hundreds of dollars in embassy fees per trip—vital at a time when airfares remain 20-30 per cent above pre-pandemic levels. Travel-risk advisers still caution that visa-free access does not override work-permit rules; short-term business visits remain a grey area in many jurisdictions. The new ranking also sends a soft-power signal. While mainland China’s passport sits at 60th with access to 83 destinations, Hong Kong’s enhanced mobility underscores its role as a bridging city for multinationals eyeing Greater China. Immigration lawyers already report a spike in enquiries from regional headquarters in Singapore and Seoul seeking secondment packages that leverage the HKSAR passport’s reach. Looking ahead, officials in Hong Kong’s Security Bureau say they are pursuing additional waivers in Central Asia and the Middle East. If successful, the city could break into the global top-10 for the first time—further burnishing its credentials as a hub for fast-moving talent and investment.
