Dubai’s Department of Economy and Tourism (DET) has rolled out a novel referral programme aimed at converting the emirate’s 3.6 million residents into grassroots destination ambassadors. Branded “A Dubai Invite”, the scheme allows any UAE citizen or resident aged 18 or older to nominate up to five overseas friends or relatives per submission. If the invitees arrive between 20 July and 31 October 2026, the nominator receives a digital voucher pack worth more than Dh3,000 (US $820) that can be redeemed for complimentary hotel nights, attraction tickets and dining discounts across the city. Rewards are capped at three packages per resident to prevent abuse. The initiative sits at the crossroads of tourism marketing and diaspora engagement. Family-and-friends traffic already accounts for roughly 23 percent of Dubai’s visitor base, but officials want to push that share higher as regional security concerns dent some corporate and MICE segments. By leveraging the personal trust embedded in social networks, DET hopes to keep hotel occupancy above 80 percent during the traditionally softer autumn shoulder season while also stimulating spend in retail and F&B outlets. Importantly, the programme does not bypass immigration requirements: invitees must still obtain the appropriate tourist visa (or qualify for visa on arrival) and carry proof of onward travel and accommodation. Mobility advisers should therefore brief employees that the campaign does not waive entry rules; rather, it sweetens the deal once the traveller is through the airport. Because many GCC-based multinationals host frequent inbound visitors for project work or training, firms could encourage staff to register business guests, provided the visit dates align and the guests meet tourist-visa criteria. From a strategic standpoint, “A Dubai Invite” underscores how destination authorities are broadening their toolkits beyond mass advertising. Rewarding advocates directly is cheaper than large-scale media buys and can generate authentic user-generated content. Should the pilot prove successful, analysts expect DET to embed referral mechanics into future Golden Visa and property-investment roadshows, further integrating tourism with longer-term residency ambitions. Practical tip: nominations must be lodged online before the traveller’s arrival, and the verification e-mail may take several days to issue. HR and global mobility teams planning group visits should therefore begin the nomination process early, especially for high-volume events in September and October.
