UK updates Hong Kong travel advice: BN(O) passports not recognised for immigration clearance

The UK Foreign, Commonwealth & Development Office (FCDO) updated its Hong Kong travel advisory on 24 July, reminding dual nationals that the Hong Kong SAR does not recognise dual citizenship and will not accept British National (Overseas) passports for immigration clearance or proof of identity. The notice reiterates that travellers must present either an HKSAR passport or a valid travel document of another recognised nationality when entering or leaving the city. While the policy itself is not new, the fresh wording highlights a series of BN(O)-related incidents reported to the British Consulate-General this summer, including cases where Hongkongers were unable to activate e-Channel gates or reclaim luggage because they only carried a BN(O) booklet. The FCDO advises holders to keep their HKSAR or foreign passports valid for at least six months and to ensure Chinese entry-exit endorsements are up to date if transiting the mainland. The update comes amid rising BN(O) visa applications to the UK—more than 221,000 since the route opened in 2021—prompting questions about how return visits to Hong Kong might be handled. Immigration lawyers caution that BN(O)s who acquire British citizenship through the visa scheme could lose Chinese nationality under Hong Kong law and must apply for a “conditional stay” visa if planning longer visits to family or to wind down businesses. Corporations relocating BN(O) staff should review exit-entry documentation to avoid inadvertent breaches that could jeopardise future mainland work assignments. Multinationals with regional headquarters in Hong Kong are advised to circulate the updated FCDO link to expatriate staff and to audit internal mobility databases to record the primary passport each employee uses for travel. Failing to do so can create insurance gaps, as many group travel policies rely on nationality to determine evacuation eligibility in crisis scenarios.
