The Independent Chief Inspector of Borders and Immigration (ICIBI) has published his latest inspection, examining how effectively the Future Borders and Immigration System (FBIS) programme is delivering promised benefits. The report, released on 15 September and covering March–July 2026, concludes that flagship initiatives such as Electronic Travel Authorisations (ETA) and eVisas have “already transformed the passenger experience” but warns that momentum could stall once the multi-year programme closes. Among three recommendations – all accepted by the Home Office – the inspector calls for a dedicated task-force or portfolio board to own benefits realisation across the migration and borders system. Without clear governance, he argues, gains such as reduced manual document checks, faster e-gates and workforce efficiencies risk being eroded by competing budget pressures. The report also highlights the outstanding challenge of upgrading physical infrastructure at privately-operated ports and retraining Border Force staff for fully digital checks. For global-mobility teams, the findings reinforce two takeaways. First, digital status products are becoming the default proof of UK immigration permission; assignees who still rely on physical biometric residence permits should prepare for a mandatory switch-over before the BRP expiry in December 2026. Second, carriers will increasingly be required to conduct ‘permission to travel’ checks upstream, meaning HR should verify that employees have valid ETAs or eVisas well before departure to avoid costly delays at check-in. The inspector’s endorsement of eVisas also signals that future policy tweaks – such as expanding self-service kiosks for returning residents and widening ETA coverage to short-term work routes – remain on the table. Businesses may see incremental improvements in processing speed, but they should also expect stricter data-sharing with HMRC and other agencies as digital systems mature. A public Home Office response outlining implementation timelines is due by the end of October, offering further insight into how the UK’s ‘contactless border’ will evolve through 2027. Overall, the report is a timely reminder that technology alone does not guarantee smoother mobility: sustained investment, training and industry collaboration are essential to secure the promised efficiency and security dividends.
