A brand-new visa route allowing overseas professionals to undertake short-term training in Hong Kong could open as early as the first quarter of 2027, according to details emerging from Chief Executive John Lee’s 2026 Policy Address. South China Morning Post sources say the visa will cover programmes of up to 12 months recognised by relevant bureaux and departments. The measure forms part of a broader talent-attraction package that also highlighted five thematic academies—covering areas from finance to policing—aimed at hosting international cohorts and conferences. Officials describe the visa as pivotal to positioning Hong Kong as a “regional training hub” within the Greater Bay Area. For employers, the visa fills a long-standing gap between the 90-day visa-free visitor allowance (too short for many technical courses) and full employment visas (too onerous for non-remunerated trainees). Multinationals planning Asia-Pacific graduate rotations, aviation recurrent-training cycles or fintech boot camps could move programmes back to Hong Kong instead of Singapore or Kuala Lumpur. Key details—including eligible institutions, sponsorship responsibilities and quota caps—are still being drafted. Mobility planners should map upcoming training calendars against a provisional Q1 2027 launch and budget for medical insurance that meets Hong Kong requirements. Once implemented, the scheme is expected to sit alongside the Top Talent Pass and the Quality Migrant Admission Scheme in the city’s expanding visa toolkit.
