France and UK in talks to scrap ‘one-in, one-out’ migrant return scheme

France’s Interior Ministry confirmed on Wednesday that it has opened negotiations with the British Home Office to dismantle the experimental “one-in, one-out” agreement that has governed Channel-crossing returns since July 2025. The pact allowed London to send back to France each irregular migrant intercepted in small boats in exchange for accepting one asylum-seeker who already had family links in the UK. It was due to expire on 1 October and the new Labour government in Westminster had lobbied hard for an extension, arguing that the legal-route component offered a humanitarian alternative to perilous sea crossings. Paris, however, sees the arrangement as politically toxic and administratively burdensome. Interior Minister Bruno Retailleau has long criticised the “symbolic symmetry” of exchanging two very different migrant profiles and says French resources are better spent on policing smugglers along the northern coast. According to ministry figures, only 935 asylum-seekers were transferred to Britain in 14 months while nearly the same number of rejected migrants were bused back to France—far less than either side expected when they signed the deal. Ending the scheme will force both capitals to revisit wider co-operation on Channel crossings. London spends an estimated €120 million a year funding French coastal patrols and high-tech surveillance; diplomats say Britain will now press for tougher joint enforcement in lieu of the swap mechanism. France, for its part, wants the EU’s new Pact on Migration and Asylum—implemented in June—to take precedence over ad-hoc bilateral deals. For multinationals that move staff between the two countries, the demise of “one-in, one-out” removes a niche humanitarian corridor but could also accelerate border checks if French police redeploy from paperwork to deterrence. HR teams should brief assignees that political attention on the Channel is likely to translate into stricter document screening at Calais, Dunkirk and Eurostar terminals during the year-end travel peak. Companies relying on the legal-route pilot for family reunification will need to explore other UK visas such as the Refugee Family Reunion route or new humanitarian sponsorship pathways currently under discussion in Parliament.
