Spain’s Consulate General in Havana has inaugurated a dedicated Visa Application Centre (VAC) in the Playa district of the Cuban capital, marking the first major restructuring of Spain’s consular visa services on the island in more than a decade. From 5 October 2026, most short-stay Schengen, study, work-seasonal and family-reunification files must be lodged at the new facility, which is operated by an external service provider under a public-private partnership. Applicants will pay a service fee of €17 on top of the standard Schengen visa fee; humanitarian, family-member-of-EU-citizen and long-stay national-visa categories remain exempt from the surcharge. The move answers years of criticism from businesses, universities and Spanish-Cuban dual nationals over severe appointment shortages at the Consulate’s historic Lonja del Comercio premises in Old Havana. According to Spain’s Ministry of Foreign Affairs, demand for appointments has quadrupled since 2019, fuelled by post-pandemic pent-up travel demand, a surge in family-reunification cases under Spain’s Democratic Memory Law and growing numbers of Cuban students enrolling in Spanish universities. Before today, coveted online appointment slots were reportedly resold on informal markets for up to US$800, creating reputational risk for Spain and obstructing legitimate mobility. With the new VAC, biometric capture, document intake and passport return will be centralised in modern, air-conditioned premises that can handle up to 500 applicants a day—triple the former capacity. Decision-making authority, however, remains exclusively with the consular visa section; files will be couriered internally for adjudication, a model Spain already uses successfully in cities such as Bogotá and New Delhi. Cuban travel agencies told EFE they expect overall processing times for well-prepared applications to fall from an average of 45 days to under three weeks once the centre is fully staffed. For corporate mobility managers the implications are significant. Spanish employers recruiting Cuban talent—particularly cruise-line, hospitality and agri-seasonal workers—should revise lead times and budget for the extra service fee but can anticipate faster onboarding. Universities coordinating January-2027 intakes can advise prospective students to book appointments early and monitor the consulate’s website for category-specific cut-over dates. Travellers should also note that Spain continues to require proof of €121.10 per person / day in financial means at the border, and that biometrics collected at the VAC will automatically populate the EU’s forthcoming Entry/Exit System, reducing time at Spanish airports on arrival.
