Speaking in Nicosia late on 7 October, Deputy Minister of Migration and International Protection Nicholas Ioannides told delegates at the MigraMed 2026 forum that Cyprus’ migration system must ‘combine credible protection for those in real need with tough action against irregular flows.’ Ioannides framed migration management as a ‘constant balancing act,’ stressing that returns, anti-smuggling operations and legal pathways should be viewed as complementary rather than competing objectives. The remarks come as Cyprus tries to shake off its reputation as one of the EU’s asylum hot-spots. According to ministry statistics, new asylum claims have dropped by 85 % since 2023, while voluntary and forced returns have surpassed 7,000 so far in 2026. Ioannides credited an EU-funded screening centre near Larnaca port and closer cooperation with FRONTEX for the turnaround. For employers, the speech signalled that labour shortages will increasingly be met through regulated schemes rather than tolerated irregular work. Officials hinted that a revamped ‘seasonal workers’ programme for construction and tourism will launch before the 2027 high season, offering multi-entry visas tied to social-security compliance. Civil-society representatives at the conference welcomed the pledge to streamline family-reunification visas but warned that faster asylum decisions must be coupled with adequate integration support. Ioannides acknowledged the point, announcing that the migration ministry will take over language-training budgets from the education ministry next year. The policy recalibration matters for mobility managers placing staff in Cyprus’ growing fintech and energy sectors: stricter compliance checks at renewal stage are likely, but clearer pathways for skilled third-country nationals should reduce uncertainty and processing times in the medium term.
