Finland has once again placed itself at the forefront of the Schengen debate on Russia. In an interview aired on Yle on Saturday night, 10 October, Prime Minister Petteri Orpo said he will ask fellow leaders at this week’s European Council (15–16 October) to agree an immediate stop to issuing tourist visas to Russian nationals. Although Finland shut its own door to Russian leisure travellers in 2022 in response to the war in Ukraine, most other Schengen states have continued issuing limited numbers of C-category visas. According to Orpo, about 800,000 Russian tourists still received visas last year, creating what he described as “obvious” security vulnerabilities. The prime minister linked his initiative directly to the recent sabotage concerns around subsea infrastructure in the Baltic and North Sea, arguing that tourist flows give the Kremlin “cover and opportunity” for intelligence-gathering in Europe. Finnish security officials have repeatedly warned that poorly screened visitors could map critical sites such as data cables, LNG terminals and rail hubs. During the interview, Orpo asked rhetorically: “Why are we allowing Russians to come here as tourists and move around freely?” He stressed that the measure he will table is a “single, concrete decision” rather than another exploratory discussion. Diplomatic sources in Brussels say the proposal will face stiff resistance from countries that still issue the bulk of Russian tourist visas—chiefly Italy, Spain, France, Greece and Germany—whose tourism industries fear further losses after three difficult seasons. The European Commission would also have to craft a legal instrument that balances internal-security concerns with Schengen visa-code obligations and possible WTO discrimination claims. Nevertheless, Orpo’s push comes at a sensitive moment: interior ministers are already preparing a winter package of measures to curb irregular arrivals on the bloc’s external borders, and a visa clamp-down could be folded into that agenda. For companies managing assignee travel and Nordic commuter flows, no immediate operational change is expected—Russia-Finland land crossings have been closed since December 2023, and Helsinki–St Petersburg rail links remain suspended. The bigger business impact would be at the EU level. Russian clients, partners or family members hoping to attend meetings, training or trade fairs in the EU could suddenly find the tourist-visa channel blocked, forcing them to apply for harder-to-obtain national long-term or humanitarian categories. Corporates should therefore audit any Q4–Q1 mobility plans involving Russian nationals and prepare alternative entry strategies (for example via business-purpose D visas where still available). Travel-risk teams should also watch for retaliatory measures from Moscow, which could tighten exit controls or restrict issuance of business visas to EU citizens. Finnish officials believe momentum is on their side. Eleven EU members, including Finland, already wrote to the Commission in June urging stricter rules on Russian Schengen visas, and Baltic states have informally backed Orpo’s new call. With the EU’s next seven-year budget also on the summit agenda, Helsinki may leverage its fiscal hawkishness for concessions on security files. Whether that is enough to overcome southern European scepticism will become clear by Friday.
