Palestinian Student’s Visa Refusal Highlights Scrutiny Of Irish Study Permits
A 22-year-old computer-science student from Gaza, Ahmed Abuhassan, risks losing a full scholarship place at University College Dublin (UCD) after the High Court upheld the Department of Justice’s decision to refuse his Irish study visa on “financial grounds”. Three other Palestinian students succeeded in their appeals, but Abuhassan’s was dismissed on Friday, prompting fresh debate about the transparency of Ireland’s visa-decision criteria. Speaking to The Irish Times, Abuhassan described a three-year application ordeal that included displacement during the 2023 Gaza war and months of gathering documentation under intermittent internet blackouts. UCD has promised to hold his place until 2 November, but unless the Minister for Justice exercises discretionary powers to review the case, the scholarship will lapse and the university will reallocate the funding. Legal firm Phoenix Law has requested an emergency ministerial intervention, arguing that the refusal contradicts Ireland’s stated humanitarian commitment to students from conflict zones. The case has attracted attention from NGOs and student unions, which say visa refusals for Palestinian scholars have remained disproportionately high despite full financial guarantees from Irish universities. For higher-education institutions, the episode underscores the importance of early engagement with INIS and the need to present watertight evidence of maintenance funds, even where the university is covering all costs. Education agents warn that perceived inconsistency could deter top-talent applicants just as Ireland competes with the Netherlands and Germany for non-EU STEM students.
