Hong Kong graduates eyeing a stint in Canada under the International Experience Canada (IEC) programme have until 9 a.m. Eastern Time (9 p.m. Hong Kong time) on 19 October to submit their profiles for the 2026 season. Immigration, Refugees and Citizenship Canada (IRCC) confirmed the final round of invitations will be issued this week, after which the pools for all 36 partner economies—Hong Kong included—will be purged until the 2027 intake opens early next year. Hong Kong enjoys an annual IEC quota of 200 Working Holiday places plus smaller allocations under the Young Professionals and International Co-op categories. As of last Friday, IRCC data showed only 27 permits remained unallocated for Hong Kong nationals, prompting consultants to warn of a “last-chance scramble”. Successful applicants receive open work permits of up to 24 months, a valuable pathway now that Canada’s dedicated permanent-residence streams for Hong Kong residents closed on 31 August. Visa agents report a surge of enquiries from fresh graduates who missed earlier draws but hope to leverage the IEC as a stepping stone to employer-sponsored permanent residence. “IEC remains the most straightforward way for young Hongkongers to gain Canadian work experience that later scores points under Express Entry,” said Catherine Ng of Maple Migration Services. Applicants must submit biometrics and proof of at least CA$2,500 in living funds, plus private medical and travel insurance covering the full period of stay. IRCC emphasises that sending in a profile does not guarantee an invitation; selections are randomised but weighted by country-specific quotas. HR teams with Canada-bound graduate hires have a narrow window to help candidates finalise profiles and police-certificates today. Those who miss out will need to wait until the 2027 season or explore employer-specific work-permit routes, which can involve Labour Market Impact Assessments and processing times of three to six months.
