Spain’s Interior Ministry confirmed late on 19 October that Minister Fernando Grande-Marlaska left the Doha Global Security Forum ahead of schedule to monitor the impact of storm ‘Dana Adam’ and finalise the Special Security and Mobility Plan for the 4–5 November Ibero-American Summit in Madrid. According to the ministry communiqué, Grande-Marlaska held bilateral meetings in Qatar on migration cooperation before returning to Spain to chair an inter-ministerial task-force addressing weather-related disruptions. The summit plan will implement dedicated immigration lanes at Barajas Airport Terminal 4-S for heads of state delegations and introduce temporary vehicle-access passes around the Campo del Moro conference perimeter. For corporate mobility teams, the announcement means occasional lane closures on the M-30 and A-5 approaches to central Madrid from 2 November onward. Ride-hailing services will be rerouted, and certain metro exits near the Royal Palace may close for security sweeps. The ministry said freight deliveries to hotels in the zone must be pre-registered by 27 October. The plan also envisages a 72-hour suspension of low-altitude drone flights within a 5-km radius of the summit site, which could impact last-mile logistics operators using UAVs for urgent parcel delivery. Summit accreditation opens to media and official partners on 25 October. Businesses hosting side events should liaise with the Foreign Affairs protocol office to arrange fast-track badge collection.
