Record return migration: 12,700 Indian tech workers have already left the US in 2026
India is seeing an unprecedented reverse brain-drain as tightening US visa policies and Silicon-Valley layoffs combine to push H-1B holders back home. According to talent-analytics firm Xpheno, 12,700 Indian tech professionals had relocated from the United States to India by the end of September—well ahead of the 15,100 who moved back in the whole of 2025. The movement is being driven by multiple shocks: (1) slower H-1B processing and higher filing fees, (2) the PERM suspension for eight large recruiters, and (3) widespread cost-cutting across Big Tech. Returnees face a mixed reception. Domestic employers value US experience but now prioritise niche skills in AI, cybersecurity and product management; many mid-career engineers find themselves reskilling or accepting lateral pay packages. There are significant compliance and lifestyle considerations as well. Tax consultants warn of double-taxation traps when partial-year US salary overlaps with Indian income. Families grapple with school admissions and cultural re-adaptation for Gen-Z children who have spent formative years abroad. For Indian corporates, the talent inflow is both a challenge and an opportunity. HR heads at Infosys and TCS told Hindustan Times that they are building “landing-pad” programmes—covering relocation allowances, tax briefings and mental-health support—to absorb the surge. Start-ups meanwhile see a chance to on-board globally seasoned managers at locally affordable costs. Policy makers are watching closely. The Skill India Mission is reportedly drafting refresher courses to help returnees match domestic demand. Analysts say continued visa uncertainty could flip India’s long-standing outbound talent equation, with more engineers staying or returning home than departing by 2027.
