Germany is poised to take a decisive step toward paper-free air travel. On 16 June 2026, the Bundestag published the final draft of the “Act to Enable Digital Passenger Processing,” which will come to a vote on 25 June. The bill amends five core statutes—the Aviation Act, Passport Act, ID Card Act, Residence Act and Freedom of Movement Act—to create a single legal basis for fully digital check-in, identity verification and boarding at all German airports. Participation will be voluntary for travellers, who will be able to choose between the traditional staffed counters and a new biometric self-service lane that links their electronic passport (or German e-ID) with their boarding pass. Behind the initiative is a push to cut queues and close security gaps that have left airports scrambling during peak travel periods. According to the explanatory memorandum, biometric enrolment (face and fingerprint) will be performed once—either via a secure mobile app or at a self-service kiosk—after which passengers may pass through bag drop, security and the boarding gate using only “face-as-ticket” technology. Airlines will still be required to transmit Advance Passenger Information (API) to the Federal Police, but the data will now flow automatically from the airport’s Common Use system, removing duplicated manual entry and reducing error rates.

For corporate mobility teams the change is significant. German hubs handled roughly 248 million travellers last year; Frankfurt alone processed 54 million. The Federal Association of German Aviation Companies (BDL) estimates that cutting 20 seconds per traveller at security saves carriers €120 million annually in crew overtime and delay costs. Global travel managers can therefore expect smoother flight rotations—and fewer missed connections—once the system is live. Employers moving staff to Germany will also benefit from simplified ID checks: the law explicitly integrates electronic residence permits, meaning non-EU assignees will be able to enrol their Aufenthaltstitel alongside their passports. Crucially, the draft stresses that travellers retain the right to opt for a manual process—an important concession to data-protection advocates and to occasional flyers who do not hold e-documents. If passed, Germany will join the Netherlands, Spain and Singapore in offering nationwide digital departure processing. A six-month pilot will begin at Berlin BER and Munich in October, with a mandatory impact review scheduled for mid-2027. Multinational employers should update their traveller briefings, ensure that employees’ e-passports are valid for at least six months, and liaise with duty-of-care providers to integrate biometric lanes into real-time tracking platforms.
