The European Commission has formally asked Member States to extend the Temporary Protection Directive (TPD) for people fleeing Russia’s war on Ukraine by a further year, pushing the expiry date from 4 March 2027 to 4 March 2028. Under the proposal, endorsed on 26 June and published on 2 July, Brussels introduces a controversial exemption: newly-arriving Ukrainian men who are subject to conscription at home – and who do not hold an official exit authorisation – would no longer receive temporary protection once the Council decision takes effect. On the positive side, it guarantees another year of residence status, welfare support and unrestricted labour-market access for the vast majority of displaced Ukrainians already in the country. Immigration counsel warn that inconsistent documentation issued by Ukrainian authorities could lead to more secondary inspections and provisional refusals.
