Civil-protection agencies from Poland and Lithuania concluded week-long mobilisation exercises in the border town of Łoździeje on 4 October, putting newly revised evacuation and reception protocols through their paces. The drills focused on the Suwałki Gap – the narrow land bridge linking the Baltic states with the rest of NATO – simulating the rapid movement of 25 000 civilians fleeing a hypothetical security crisis. The Polish delegation, representing the Interior Ministry, the State Fire Service and regional crisis-management centres, tested real-time data-sharing with Lithuanian counterparts, temporary shelter zoning and expedited border-control procedures for vulnerable groups. Officials stressed that 2022’s influx of Ukrainian refugees provided valuable lessons; unlike that improvised response, the current playbook assigns pre-approved “green lanes” for buses and medical convoys, enabling crossings in under ten minutes once activated. For corporate mobility planners, the scenario is a reminder that contingency routes for expatriate staff based in the Tri-City, Białystok or Vilnius may shift south-west rather than north across the Baltic Sea in a crisis. Participants confirmed that Poland’s electronic Entry/Exit System – mandatory since April – can be temporarily overridden to speed throughput, but only for individuals pre-registered in the national crisis database. Companies with key personnel in the region are therefore encouraged to join the database via their local voivodeship offices. The exercise also trialled multilingual push alerts through Poland’s forthcoming civil-warning app, scheduled for national testing later in October. If successful, the tool will supplement SMS alerts with GPS-based shelter directions – a useful upgrade for foreign nationals unfamiliar with regional geography. Officials from both governments will publish a joint after-action report in November, likely recommending further investment in modular border-processing booths and cross-border credential recognition to minimise bottlenecks should the plan ever be implemented for real.
