The designation, introduced on 25 August after sabotage attempts on signalling cabinets, empowers security forces to conduct random identity and baggage checks on passengers and to restrict vehicle access within 50 metres of strategic rail bridges. For international mobility specialists, CHARLIE translates to longer dwell times at stations such as Małaszewicze, a critical trans-shipment node for China-Europe rail freight and a popular boarding point for staff shuttles servicing nearby warehousing parks. Reports from logistic operators indicate evening trains are departing 10-15 minutes late due to additional patrols sweeping platforms with explosive-detection dogs. Road hauliers using level-crossings over LHS lines between Hrubieszów and Sławków also face sporadic vehicle inspections. While the measures do not amount to a full travel restriction, companies should advise employees to carry passports or national ID even on domestic legs and to allow extra buffer when connecting from rail to flights at Katowice or Kraków airports. Non-Schengen nationals transiting by overnight train from Kyiv via Przemyśl must be prepared for two separate document checks – one by Border Guard and a second by the railway security unit. The current order remains in force “until further notice”. Analysts believe the government will review the level after completion of a new CCTV and fibre-optic perimeter project along 60 kilometres of the LHS spine, expected by mid-November. A downgrade to BRAVO would ease spot-checks, but insiders caution that the volatile regional security environment may argue for maintaining heightened vigilance through winter. Corporations shipping high-value goods along the route are encouraged to activate cargo-tracking and duplicate-sealing protocols; insurers have started asking for proof of such measures when underwriting just-in-time deliveries through eastern Poland.
