ESDC data show LMIA processing times halve in most streams; high-wage applications still lag
IRCC.com’s 14 October 2026 ‘Work Permit’ bulletin highlights new Employment and Social Development Canada (ESDC) statistics indicating that Labour Market Impact Assessment (LMIA) processing times fell sharply in September across most Temporary Foreign Worker Program streams. Median wait times for the permanent-resident stream dropped from 156 to 79 business days, while low-wage LMIAs improved from 94 to 58 days. The high-wage stream bucked the trend, rising slightly to 98 days, attributed to increased employer demand in the energy and tech sectors. Despite the improvement, overall LMIA inventory remains above pre-pandemic levels, with 38,000 applications pending nationwide. For corporations, the shorter timelines ease pressure on workforce-planning cycles and may influence decisions on whether to pursue LMIA-backed work permits versus intra-company transfers or provincial nominations. Recruiters nevertheless caution that advertising requirements and union consultations continue to cause bottlenecks before an LMIA file even reaches ESDC. Immigration consultants expect Ottawa to re-evaluate the Global Talent Stream service standard, currently 10 business days, if standard LMIA processing continues to accelerate. Meanwhile, employers in sectors facing persistent shortages—such as healthcare and construction—are urged to pre-screen roles against the updated Regional Labour Market Lists before launching new applications. ESDC plans to publish October metrics in early November; analysts will be watching to see if the downward trend holds amid seasonal hiring surges.
