IRCC’s October 2026 processing-time update paints a mixed picture for applicants
Immigration, Refugees and Citizenship Canada (IRCC) published its regular monthly refresh of processing-time estimates on October 9 and updated the underlying weekly historical data on October 7. The figures—released to the public on October 14—show sharp contrasts across different immigration categories, giving prospective immigrants and their employers new data points for workforce-planning decisions. Permanent-residence inventories are finally starting to move. The Canadian Experience Class (CEC) queue fell by about 5,000 applicants to 53,900, and the non-Express Entry Provincial Nominee Program (PNP) inventory dipped below 100,000 for the first time this year. Yet the Federal Skilled Worker Program added 4,500 files, and the long-troubled caregiver category has become so volatile that IRCC temporarily removed its 76-month estimate, listing the data as “not available.” For employers relying on foreign talent, the split means faster decisions for many economic streams, but continued uncertainty for specialised caregiver hiring. Temporary-residence trends are equally uneven. Nigeria visitor-visa processing stretched to 100 days—up 16 days month-over-month—while visitor-record extensions filed inside Canada actually improved by more than four weeks. Work-permit times for U.S. applicants more than doubled to six weeks, and study-permit processing now ranges from six weeks for India to ten weeks for Nigeria. The inconsistency forces multinationals to build generous lead-times into transfer schedules and to watch country-specific shifts closely. Citizenship services remain the laggard: certificates are now estimated at 34 months, despite a 5,300-person reduction in the queue. New permanent-resident cards, on the other hand, improved to a median 33 days. HR teams should therefore warn newly naturalised employees about long waits for proof-of-citizenship documents, while reassuring new permanent residents that PR cards are arriving quicker. Practical take-aways: file complete applications the first time, respond immediately to any IRCC request, and use the department’s on-line status tools to track files that drift beyond the published benchmarks. Employers should revisit assignment timelines at least quarterly, because a single refresh can shave—or add—months to a project-critical hire.
