Hong Kong deploys emergency crowd-control as Huanggang Port sees 366 % inbound spike
Hong Kong authorities mounted an unusually large cross-department response on 19 October after inbound passenger numbers at the newly rebuilt Huanggang / Lok Ma Chau control point surged to more than 9,400 people between 14:00 and 16:00—an increase of 366 % over normal weekday volumes. The rush coincided with the Chung Yeung (Double Ninth) public holiday on the Mainland, when many Guangdong residents take one-day shopping trips to Hong Kong. To keep traffic moving, the Immigration Department opened every e-gate and manned channel on Level 4 of the new passenger hall and activated real-time wait-time updates on its “Easy Boundary” mobile platform. Police and Immigration officers introduced temporary holding areas on Levels 4 and 2 so that travellers who had cleared immigration could queue safely for transport rather than blocking circulation space. On the transport side, the Transport Department pre-positioned 120 franchised buses, 40 green minibuses and 130 cross-boundary coaches. Headways were cut to as little as two minutes, and short-haul shuttle routes were activated to move arrivals quickly to Sheung Shui and Tin Shui Wai rail stations, where the MTR added extra services. Service ambassadors were deployed throughout the building to help elderly travellers use e-gates and choose the right onward bus. Business-travel stakeholders welcomed the operation because Huanggang is one of only two 24-hour land ports between Hong Kong and Shenzhen and is heavily used by cross-border drivers and Mainland visitors on same-day business trips. Smooth processing reduces the risk of missed evening flights from Hong Kong International Airport and helps freight forwarders who rely on driver-accompanied cargo. The Security Bureau said it will refine a “dynamic passenger-flow algorithm” based on data collected during the surge to predict future peaks during upcoming events such as the Canton Fair. Companies with frequent cross-border commuters are advised to register staff for the new “Co-operative Inspection / One-Time Release” fast channel in advance and to monitor the Easy Boundary dashboard before dispatching vehicles, particularly during holiday periods.
