In a high-profile meeting held on 19 October and reported by Shanghai municipal authorities the next day, Civil Aviation Administration of China (CAAC) Director-General Song Zhiyong and Shanghai Mayor Zhu Zhongming agreed on a joint action plan to accelerate the city’s transformation into a premier international aviation hub. The roadmap includes optimising air-space structures, increasing international transfer connectivity at Pudong, and advancing the long-awaited Phase-IV expansion project. Under the memorandum, CAAC will fast-track slot approvals and route-authority filings for cargo integrators and long-haul passenger carriers that commit to basing capacity in Shanghai. The city, for its part, will upgrade multimodal links—expanding the Maglev extension to Pudong Terminal 3 and integrating bonded-zone customs clearance with airport logistics parks. The timing is significant: Shanghai’s two airports handled more than 100 million passengers in 2019 but dipped below 60 million in 2022 due to pandemic restrictions. According to preliminary 2026 data, combined throughput is on track to surpass 90 million, and cargo tonnage has already exceeded pre-pandemic highs thanks to e-commerce demand. The new agreement aims to push passenger numbers past the 120-million mark by 2030. For multinational firms, particularly those running Asia-Pacific headquarters in Shanghai, the initiative promises denser non-stop connectivity to secondary European and North American cities, reducing reliance on Beijing or Hong Kong for intercontinental links. Supply-chain managers should also benefit from shorter dwell-times as customs adopts “single-window” digital clearance across the Yangtze River Delta. The plan dovetails with China’s broader ‘dual-hub’ strategy, which pairs Shanghai with Beijing’s Capital/Daxing cluster to balance traffic flows in the east, while Guangzhou and Chengdu serve as gateways to southern and western China. Companies assigning staff to Shanghai in 2027-2028 should factor in potential housing-market pressure near the expanded Pudong campus, as airport service providers ramp up recruitment.
