Austria Unveils €500 Child-Investment Bonus—with 15-Year Residence Requirement
The Austrian government confirmed on 21 October 2026 that it plans to introduce a €500 state contribution to investment accounts opened for newborns from July 2027. While marketed as a universal “kick-start for the next generation,” officials clarified that children will qualify only if they can prove 15 years of legal residence in Austria before turning 18. That caveat immediately triggered questions from foreign families and mobility managers. Experts warn that the residence condition could exclude many expatriate households on time-limited Red-White-Red or EU Blue-Card permits—particularly those seconded for five-to-eight-year projects. “HR teams should factor in the potential loss of the bonus when negotiating family support packages,” notes tax adviser Daniela Brugger of PwC Vienna. Clarity is also needed on whether years spent under student, humanitarian or cross-border commuter status will count toward the 15-year clock. From a compliance perspective, the programme will rely heavily on the national population register and ID-Austria’s digital identity to verify continuous stay. Mobility practitioners therefore recommend that foreign parents keep meticulous records of registration confirmations (Meldezettel) and residence-permit renewals, as gaps could jeopardise eligibility. Although the €500 grant is modest, it symbolises a broader policy shift toward tying social benefits more closely to length of residence—a trend also visible in the pending Sozialhilfe reform. Business associations fear such linkage may complicate Austria’s efforts to attract highly skilled migrants amid labour shortages in engineering and life sciences. Legislation is due to enter public consultation by the end of October; multinationals have a narrow window to lobby for more flexible rules—such as credit for years spent abroad on employer-initiated assignments or recognition of time under dependent-visa status.
