Prince Edward Island’s Office of Immigration surprised observers by holding two Provincial Nominee Program (PNP) draws this month—on October 7 and October 16—issuing a combined 254 invitations to apply for nomination. The figure, released on October 22, is more than double the single draw originally scheduled for October and pushes the province’s year-to-date total to 1,482 ITAs. The bulk of invitations (over 90 percent) went to the PEI Express Entry and Skilled Worker streams, which feed directly into IRCC’s federal permanent-residence system. Minimum point thresholds fell marginally, suggesting the province is eager to secure talent ahead of the winter hiring lull in hospitality, agri-food and health care. Employers with validated job offers continue to receive priority processing under the Critical Worker and Occupations-in-Demand sub-streams. PEI’s aggressive stance reflects acute demographic pressures: the province has Canada’s fastest-growing population but also one of the highest vacancy rates in healthcare and early-childhood education. By staging an additional “surprise” round, officials effectively pulled forward part of the November allocation, giving employers more certainty that nominees can land before year-end. For businesses, the message is clear: secure provincial support documents promptly. Candidates holding a valid PEI PNP ITA must submit a full nomination application within 60 days—a window that coincides with peak holiday-season travel. HR teams should prepare medicals, police certificates and proof-of-funds in advance to avoid delays that could push landings into 2027. In parallel, companies should monitor IRCC’s national reforms—particularly the November 3 Express Entry changes eliminating LMIA requirements for high-wage job offers—as these could further reduce processing times for PEI-nominated workers.
