Paraná launches one-stop “Balcão de Oportunidades” jobs fair for migrants and refugees
The state of Paraná turned the historic Rua Marechal Deodoro, in downtown Curitiba, into a pop-up employment centre on 23 June 2026. The monthly “Balcão de Oportunidades” initiative, run by the state Secretariat of Justice and Citizenship (Seju) together with the UN International Organization for Migration (IOM) and the city government, is Brazil’s first ‘single-window’ public service designed exclusively for migrants, refugees, returnees and stateless persons. Over five hours, more than 30 employers from retail, logistics, construction, food service and light manufacturing pre-screened candidates and issued on-the-spot interview appointments. Officials from the federal labour service (Sine-Móvel) helped participants draft CVs while volunteer interpreters offered support in Spanish, French, Arabic and Haitian Creole—languages spoken by most of the 40,000 foreign nationals living in Paraná. Beyond job matching, government desks issued guidance on recognition of foreign qualifications, opening a MEI micro-enterprise, and accessing Portuguese-language courses funded by the state. A legal clinic explained how to convert humanitarian visas into residence permits under Brazil’s Migration Law (Law 13.445/2017) and how to renew the CRNM identity card.

Seju’s director-general Nivaldo Ramos said the project responds to labour shortages in the state’s fast-growing logistics corridor: “Linking migrants to formal work fills vacancies and reduces vulnerability.” Since the Agency for Migrants opened in November 2025, it has placed 3,800 people in jobs and referred 1,200 to technical training. For global mobility managers, the programme is a sign that southern Brazil is scaling up integration infrastructure, which could ease corporate deployments to the region. Companies that join future editions receive free booth space and expedited work-permit guidance for foreign assignees.
