Cyprus has edged up one position in the influential Henley Passport Index, securing 13th spot worldwide with visa-free or visa-on-arrival access to 175 destinations. The latest ranking, released on 22 July 2026, means Cypriot citizens now enjoy wider travel freedom than peers in Chile and Hong Kong and sit just behind Monaco. For multinationals managing regional talent hubs in Nicosia, Limassol and Larnaca, the upgrade strengthens the case for basing mobile staff in Cyprus and using the island as a springboard for projects around Europe, the Middle East and Africa. The Henley Index—compiled from International Air Transport Association (IATA) data—measures the number of destinations a passport holder can enter without a pre-arranged visa. Over the past two decades average global access has almost doubled, from 58 to 108 destinations, but only a handful of states consistently climb the table. Cyprus’ improvement reflects a mix of bilateral negotiations, EU-wide visa-waiver deals and the government’s efforts to modernise document security after 2023’s passport-issuance scandals. For internationally-minded companies, a top-15 passport translates into lower travel-management costs and faster deployment of Cypriot nationals to client sites. Consultants no longer need advance visas for markets such as Japan and Canada, reducing lead times for urgent assignments. Mobility managers should, however, remind employees that visa-free access does not necessarily permit gainful employment; short-term work permits may still be required even when entry is visa-exempt. The ranking also burnishes Cyprus’ appeal for foreign investors seeking a relocation base with high personal mobility. Although the controversial Citizenship by Investment scheme has been shut since 2024, permanent-residence incentives remain in place and the stronger passport enhances the lifestyle proposition for executives considering a move. HR teams should factor the new ranking into relocation briefings and talent-marketing materials.
