Spain’s Interior Ministry confirmed on 2 August that a 500-metre floating sea barrier has been anchored a few metres off Ceuta’s Tarajal beach, the main point where thousands of migrants swam or waded into the Spanish enclave last week. Officials said the structure is intended to slow any further mass entries while land fencing is reinforced and additional surveillance drones are deployed. More than 60 000 people—most of them young Moroccan men—crossed the border in just 48 hours. According to government figures, roughly 48 000 have already returned voluntarily to Morocco after joint patrols and humanitarian processing centres were set up on both sides of the frontier. Business groups operating in the enclave, including the Ceuta Port Authority and the Moroccan-Spanish Chamber of Commerce, warn that the barrier and heightened controls are disrupting the daily movement of lorries, seasonal workers and just-in-time supply chains that link Ceuta to mainland Spain via ferries. Multinationals with North-African logistics hubs—such as Inditex and Maersk—have activated contingency plans, rerouting cargo through Algeciras and tangier-Med. From a legal standpoint, Madrid argues that the barrier is covered by Article 25 of the Schengen Borders Code, which allows “exceptional temporary measures” to safeguard public order; NGOs counter that it risks pushing migrants toward even more dangerous routes. Human-rights watchdogs are also questioning whether the barrier complies with EU maritime-safety directives. The government insists the installation is temporary and will be reviewed at the next EU Justice and Home Affairs (JHA) Council on 4 August.
