Target Relocation, a São Paulo-based global-mobility provider, published an updated HR guide on 14 October explaining how foreign nationals obtain Brazil’s digital Carteira de Trabalho e Previdência Social (CTPS). The CTPS is the mandatory labour booklet that records salaries, positions and benefits for anyone employed under Brazil’s CLT labour code—including expatriates with valid residence status. Since 2025 the document is issued exclusively in digital form and tied to the holder’s CPF number via the government’s “Carteira de Trabalho Digital” app. The article walks through a six-step process: confirm active CPF; gather a valid CRNM (residence card) or appropriate visa; create a gov.br account; download the app; validate personal data; and share the CPF with the employer to register the contract in eSocial. Common pitfalls highlighted include discrepancies between passport, CPF and CRNM names, missing CPF regularisation, and attempting to onboard staff before immigration authorisation is finalised. These errors can delay payroll registration and expose companies to fines for illegal employment. For HR leaders the guide functions as a practical checklist amid rising enforcement of migrant labour rights. It reinforces that the CTPS does not replace work authorisation—assignees must hold the correct visa category first—and urges proactive coordination between immigration, tax and payroll teams. The publication also reflects Brazil’s broader digital-government push, which aims to cut bureaucracy but requires accurate data across multiple agencies. With many multinationals ramping up hiring ahead of large 2027 infrastructure projects, understanding the digital CTPS workflow is essential to avoid project delays and ensure compliance with the 2017 Migration Law and 2026 e-Social mandates.
