St Gallen Supports Cutting Social Aid for Ukrainian ‘Status S’ Refugees
Pressure is mounting on Switzerland’s protection regime for people fleeing Russia’s invasion of Ukraine. On October 19, 2026, a commission of the St Gallen cantonal parliament endorsed federal plans to let cantons pay lower social-assistance rates to refugees holding the temporary ‘Status S’ permit. The vote comes a day after several cantons publicly called for cost-saving flexibility amid rising welfare bills. Status S grants immediate residence, the right to work and free movement within Switzerland to displaced Ukrainians, and was recently extended nationwide until March 2028. However, because the permit is outside the regular asylum channel, the federal lump-sum contribution to cantons has been reduced, leaving local governments to foot a larger share of housing and integration expenses. Under the draft federal ordinance, cantons could align support payments with asylum-seekers rather than with Swiss residents, cutting monthly benefits by up to 30 %. Human-rights NGOs, including Caritas and Swiss Refugee Aid, say the measure risks pushing already vulnerable families into poverty and undermining labour-market integration efforts. The right-wing Swiss People’s Party argues the cuts are necessary to maintain public support for the protection programme. For employers the stakes are high: more than 30,000 Ukrainians have taken up short-term or seasonal jobs since March 2022, often filling hospitality and healthcare shortages. Reduced benefits might accelerate the shift from welfare to work but could also strain cantonal placement services and increase wage-pressure debates. Mobility teams with Ukrainian employees should monitor legal changes and prepare targeted HR support. The Federal Council is expected to finalise the ordinance in November after a brief consultation, with cantonal implementation possible from January 2027.
