EU Working Party on Consular Affairs convenes to stress-test crisis response for Nordic summer season

The Council of the European Union’s Working Party on Consular Affairs (COCON) met in Brussels on 22 July 2026, bringing together consular experts from all 27 member states, including a five-person Finnish delegation led by the Ministry for Foreign Affairs’ Director for Consular Services, Marja Peltonen. The session focused on preparedness for large-scale incidents affecting EU citizens abroad during the peak holiday period, with particular attention to northern destinations where climate change is driving record tourist numbers. Finland briefed partners on lessons learned from last winter’s mass flight cancellations caused by Arctic storms that left thousands of travellers stranded at Rovaniemi and Ivalo airports. Helsinki has since introduced a real-time passenger-locator platform that airlines can integrate into their systems, enabling faster coordination with consular teams and local authorities. Delegates agreed to pilot the Finnish system across the Nordic-Baltic region from August, a move that could significantly shorten response times when emergencies strike remote areas. The Working Party also examined security implications of the full rollout of the EU’s Entry/Exit System (EES). Finland’s Border Guard reported that average enrolment times for biometric capture at Helsinki Airport have stabilised at under 60 seconds for first-time third-country arrivals but warned of potential bottlenecks at Lapland airports during the August aurora-watching surge. Member states endorsed a Finnish-Dutch proposal to dispatch mobile consular “EES support teams” to tourist hotspots where processing delays risk causing missed onward connections. For global-mobility and travel-risk professionals the outcomes matter on two fronts. First, the forthcoming cross-border passenger-locator pilot should improve visibility of employee whereabouts in a crisis, offering companies an additional data feed for duty-of-care platforms. Second, the EU’s commitment to bolster consular capacity around EES implementation means travellers to and from Finland can expect better-coordinated assistance if queues or system glitches occur. Minutes of the meeting will be circulated to industry stakeholders via national foreign ministries in early August. Companies with a large number of assignees in Finland or neighbouring states should monitor the pilot’s rollout and consider integrating the new locator API once documentation becomes available.
