Multiple changes outlined in the Home Office’s summer Statement of Changes (HC 259) finally take legal effect today, 30 July 2026. Paragraphs APP EU1 and APP EU(FP)1 are now live, marking the first tranche of a wider package that will roll out in stages through 3 August. The two provisions tighten and clarify aspects of the EU Settlement Scheme, including biometrics-free travel permits for status holders who need to update documents from overseas and an explicit deadline grace period for family members of qualifying British citizens. Although the statement was laid before Parliament on 9 July, corporates had only a three-week window to audit policies and sponsor guidance before today’s go-live. Immigration counsel are urging HR departments to review onboarding checklists, as EUSS family-permit applicants will no longer submit fingerprints and some partners of protection status-holders will be granted leave that is explicitly time-limited to the main applicant’s remaining permission. The memorandum also confirms that overstayers on immigration bail will not be refused automatically if they qualify for the "exception" route. For global mobility managers, the biggest operational change is the extension of the bespoke Diplomatic Visa Arrangement (DVA) visitor visa to Indian diplomatic passport-holders. While DVA applications are fee-free and waived for biometrics, the arrangement is also a signal that the UK border is moving to mandatory digital pre-travel checks. Employers that host Indian government officials or facilitate inward missions should therefore expect lighter administration but should ensure invitation letters reference the new DVA route. Further amendments scheduled for 3 August will touch almost every business route—from Skilled Worker (APP SW1-7) and Global Business Mobility (APP GBM1-10) to the Graduate and High-Potential Individual paths. Mobility programmes that batch-prepare applications should time submissions carefully: any entry-clearance or ETA applications filed before 3 August will be decided under the old rules, while those filed on or after that date must meet new salary thresholds and appendix cross-references. The Home Office notes that each five-year "review period" under Section 61 of the Immigration Act will now require a public report assessing whether objectives remain appropriate or could be met with less regulation. In practice, that means today’s amendments may themselves be scrutinised again before 2031—reinforcing the need for continuous compliance monitoring rather than one-off policy updates.
