Germany’s parliament has scheduled a first reading on 23 September 2026 of an opposition motion titled “Securing Germany’s borders effectively – introduce AI border security now”. The draft, submitted by the AfD parliamentary group and published on 14 September, calls on the federal government to design a three-layer “Digitaler Grenzschutz Deutschland (DGD)” concept that would combine fixed thermal and infrared sensors on known smuggling routes, drones for aerial surveillance and AI-powered video analytics capable of flagging irregular cross-border movements in real time. Under the proposal, the existing command structures of the Bundespolizei would be upgraded into an AI-supported Border Situation and Analysis Centre, feeding live data to a new National Border Situation Centre intended to give policy-makers a comprehensive operational picture. The motion also asks the Interior Ministry to draft enabling legislation that clarifies legal grounds for automated data processing, addresses GDPR compliance and sets human-oversight safeguards. While the initiative originates from the opposition, interior policy specialists across party lines acknowledge growing pressure to modernise border management as controls—re-introduced since 2015—become semi-permanent. Proponents say smarter technology could make checkpoints less intrusive for legitimate travellers by allowing targeted, risk-based inspections rather than blanket stops. Civil-liberties groups, however, warn of “mass biometric surveillance at the border” and have urged lawmakers to insist on strict proportionality tests and sunset clauses. For multinationals with high cross-border staff mobility, the debate is worth monitoring. If adopted even in modified form, an AI-backed border architecture could lead to faster lanes for pre-vetted travellers, similar to Registered Traveller schemes at airports. Conversely, expanded real-time databases might require new compliance steps, for example the advance submission of passenger or freight data for road movements. The motion will be referred to the Interior Committee after the debate, but industry-stakeholder hearings are expected later this autumn. Companies with large commuter workforces in border regions may wish to participate to highlight operational needs—such as predictable processing times and data-privacy protections—for maintaining fluid labour mobility within the EU.
