In a National Press Club address now published in full on 24 September, Home Affairs Minister Tony Burke detailed the Albanese Government’s most ambitious migration reset in two decades. The package aims to push net-overseas-migration (NOM) down to 245,000 next financial year and 225,000 thereafter, largely by tightening demand-driven visa streams. Working-Holiday Makers will feel the first hit. A lottery will limit second-year visas to 45,000 places (down from 57,000) and slash third-year grants to just 5,000, an 80 per cent cut. Completing regional farm work will earn entry into the ballot, not an automatic extension—injecting uncertainty into backpacker travel and hiring plans across agriculture and hospitality. International students also face new hurdles. From early 2027 most will be barred from bringing partners or dependent children, except PhD candidates and certain Pacific and ASEAN nationals. Course-switch ‘visa hopping’ will be curbed and graduates seeking a further student visa must move to a higher qualification level. Visitor visas will carry a compulsory ‘no further stay’ condition to stop on-shore conversions. A revived compliance push takes aim at 80,000 overstayers. Burke pledged 100 extra compliance officers, 250 new detention beds and stronger sanctions for migration agents who encourage frivolous protection claims. Construction trades, healthcare and defence-industry skills will be prioritised in skilled-visa processing to support Australia’s housing pipeline and AUKUS commitments. Business reaction is mixed: miners and builders welcome clearer skilled-visa priorities, but tourism and farming groups warn that backpacker caps will worsen staff shortages in peak season. For employers and education providers the message is to diversify recruitment channels, budget for longer lead times and brace for further legislative tweaks as the overhaul moves through Parliament.
