Ministers argue that the digital "permission-to-travel" system, combined with carrier liability penalties, will deter illegal entry by ensuring that anyone turned away from an ETA cannot simply switch to a small boat. Critics counter that genuine asylum seekers from visa-national countries have no lawful alternative. For employers, the main take-away is the potential for policy tightening. Prior spikes in small-boat arrivals have preceded cap-raising discussions and salary-threshold reviews aimed at demonstrating control over legal migration. Mobility teams should therefore scenario-plan for additional compliance announcements in the autumn statement, including possible increases in sponsorship fees or changes to shortage-occupation concessions. On the operational side, the Channel surge coincides with the peak season for intra-company moves. Organisations moving staff through Dover or via Eurotunnel truck shuttles should monitor any spot-check advisories, as Border Force sometimes reallocates coastal resources during heightened crossing activity.
