Spain has re-imposed full passport checks on passengers arriving by air and sea from Italy for another two-week period running from 00:00 on 8 October to 24:00 on 22 October 2026. An Interior Ministry order published in the BOE and a parallel notification to the European Commission cite “continued threats to public policy and the management of migration flows linked to the mass arrivals in Ceuta” as the legal basis under Articles 25-26 of the Schengen Borders Code. Although the intra-Schengen frontier normally functions without systematic controls, articles 25-27 allow a Member State to reintroduce checks in exceptional circumstances. Madrid first invoked the mechanism on 8 August after Rome suspended visa-free travel for passengers coming from Spain. The measure has since been renewed three times; the latest extension keeps Spain legally aligned with Italy, which is maintaining its own controls on passengers originating in Spain until 16 October. Practically, the decision means that travellers on flights and ferries from Italy must again show a passport or national ID card at Spanish arrival points and should expect police screening and possible secondary questioning. Airlines have been told to advise customers to arrive at Spanish passport control with additional time, and carriers report average processing times at Barcelona-El Prat and Madrid-Barajas are running 15–20 minutes longer than in the first week of October. For businesses, the move creates friction for intra-EU mobility just as the autumn trade-fair season gathers pace. Travel-management companies say corporates are re-routing executives through France or Germany to avoid the checks, while logistics firms warn of knock-on effects for time-sensitive cargo carried in passenger aircraft bellies. Immigration counsel recommend that Italian nationals travelling on business carry evidence of accommodation and meeting invitations to minimise delays. Policy experts expect border controls to remain a political football in the run-up to Spain’s 29 November general election. Both governments have linked their decisions to security concerns stemming from July’s unprecedented crossing of some 80,000 migrants into Ceuta. Under current EU rules, successive renewals can keep the controls in place for up to two years, but pressure is growing in Brussels for a coordinated exit strategy once the Ceuta situation stabilises.
