Meeting in Barcelona on 8 October, the leaders of the nine Mediterranean EU members (Med-9) signed a joint declaration calling the July mass entry into Ceuta a wake-up call for stronger collective border management. The statement argues that protecting the external frontier is a “shared obligation” and asks the Commission to speed up funding for reception infrastructure and the forthcoming Entry/Exit System (EES). Spain, which convened the summit, stressed the economic stakes: repeated disruptions at the EU’s southern border derail trade lanes used by automotive, agri-food and textile supply chains. Foreign chambers of commerce welcomed the appeal, noting that logistics costs on Iberian routes rose 14 % in August amid uncertainty over police cordons. For mobility teams, the most immediate impact will be Brussels’ decision—expected later this month—on whether to reimburse member states that deploy extra personnel to internal Schengen controls. Madrid is seeking €60 million to cover the redeployment of National Police units to airports and ports that experienced secondary movements from Ceuta. The declaration also backs Spain’s proposal for a “business travel fast-track” that would allow pre-vetted corporate employees from third countries to transit through any Med-9 airport without repeat biometrics once the EES goes live on 10 April 2026. Companies with large project teams in the region should track upcoming pilot trials in Málaga and Marseille. While largely symbolic, the Med-9 front presents a united southern voice as EU interior ministers negotiate the final pieces of the Migration Pact. If adopted, the funding and fast-track measures could materially shorten waiting times for non-EU professionals entering Spain during high-season periods.
