Finland confirms nationwide citizenship test for applicants from March 2027
Finland has taken the last major legislative step in its multi-year overhaul of naturalisation rules. In a press release issued on 9 October 2026, the Finnish Immigration Service (Migri) announced that a mandatory citizenship test (kansalaisuuskoe) will become a formal requirement for all standard applicants aged 18-64 whose applications are submitted on or after 1 March 2027. The test will measure core knowledge of Finnish society, including constitutional principles, civic rights and obligations, history, culture and everyday life. According to Migri’s Director-General Ilkka Haahtela, the exam “completes the tightening of citizenship criteria” begun earlier in the parliamentary term, which has already lengthened residence requirements and raised income thresholds. Study materials, now being drafted by a multidisciplinary team at the University of Helsinki, will be published online by the end of the year and will be free of charge. Migri plans to organise six to ten exam sessions annually in seven regional hubs—Helsinki, Tampere, Turku, Oulu, Vaasa, Kuopio and Rovaniemi—with additional pop-up locations if demand warrants. Applicants may opt out of the test if they can prove equivalent civic knowledge by passing the Finnish or Swedish matriculation examination or by completing a Finnish- or Swedish-language higher-education degree in Finland. Migri stresses that the new requirement aligns Finland with its Nordic neighbours; Denmark, Norway and Sweden already operate similar tests. Roughly half of EU member states now use a civic-knowledge assessment as part of naturalisation. For global-mobility managers the implications are twofold. First, employees on the Finland track who hope to acquire citizenship—and EU free-movement rights—must add at least six months of lead-time to prepare for the exam. Second, the announcement is expected to drive a surge of “last-minute” applications before 1 March 2027, potentially increasing case-processing times throughout 2026-2027. Corporations should therefore review their talent-retention policies and, where appropriate, encourage eligible staff to file well ahead of the deadline. In the medium term, Migri expects the test to shorten decision times by standardising the evaluation of civic integration. However, language-training providers and relocation firms anticipate brisk demand for coaching services once the official syllabus is released, and HR teams should budget accordingly.
