Shenzhen Invalidates Two Foreigners’ Residence Permits for Breach of Registration Rules
Shenzhen Public Security Bureau has published an unusual public notice voiding the residence permits of two expatriates for failing to update their registration after a change in stay purpose. The announcement, dated 19 October, cites Articles 33 and 67 of China’s Exit-Entry Administration Law and Article 34 of the Regulations on the Administration of the Entry and Exit of Foreigners. One case involves a South Korean national whose work assignment had ended, while the other concerns a British national who switched employers without reporting the change. Both were given prior warning but did not make corrective filings within the statutory deadline, triggering administrative cancellation of their permits. Although the numbers are small, the move is a reminder that authorities in Tier-1 cities are increasing spot checks on compliance documentation amid China’s post-pandemic talent drive. Under current rules, changing employer, job title or residential address requires a new work permit and residence endorsement within ten days. Global mobility teams should audit their China assignee population to ensure HR letters, tax receipts and housing registrations are up to date. Non-compliance can lead not only to permit revocation but also to multi-year re-entry bans, derailing project timelines.
